Within each Score, stocks are graded into five groups: A, B, C, D and F. As you might remember from your school days, an A, is better than a B; a B is better than a C; a C is better than a D; and a D is better than an F.

STOCKS WITH HEAVY insider ownership;newly public companies, for instance;will come under increased selling pressure this month. Why? The Securities & Exchange Commission recently reduced by half the holding period for restricted stock owned by company insiders. Under the old rules, insiders could sell restricted stock only after two years; now they can unload after one. This also applies to insiders who receive stock in a corporate acquisition.


Robert Gabele, of CDA/Investnet, says sales of restricted stock could double, to $10.5 billion, in the second quarter of this year, thanks to the rule change. We all know what happens when there are more sellers than buyers. ;C.W.


Analyst Gregory Miller of Rodman & Renshaw thinks unloading the troubled cable and wiring division could raise the stock price $2 to $3 per share. A sale of the company could fetch $20 per share. Likely buyers? European companies Siemens and Ericsson are possibilities; so is Canada's Northern Telecom and smaller long distance concerns. In April IPCI announced that it had hired Deutsche Morgan Grenfell to evaluate potential alliances. The stock has upside. ;C.W.;


WE RECENTLY warned you off restaurant stock Lone Star Steakhouse & Saloon; its price has fallen 27% since March. Another eatery to avoid is Papa John's International (PZZA), trading at a recent 26 5/8 on the Nasdaq.


At a recent 14 5/8, Nasdaq-traded CNMD sells for just 11 times 1997 earnings estimates of $1.38. ConMed trades at 1.7 times revenues; industry average is about 3.5 times. Balance sheet is debt-free. Navarro thinks ConMed can reach $25 within a year, a 70% gain. ;John H. Christy


Pacific Sunwear of California Inc. (NASDAQ:PSUN), better known by its store name, PacSun, is a clothing retail chain with 800 stores across America and Puerto Rico. It sells both California lifestyle wear and skate/street wear, thereby competing with American Eagle Outfitters (AEO), Abercrombie & Fitch (ANF), Zumiez (ZUMZ), and Vans.


Economic reports for the last several months have been mostly upbeat, and until January, the stock markets have soared. The unemployment rate fell to 6.7% in December, though much of that decline came from an exodus of workers.


Of 12 analysts covering Pacific Sunwear, known in reports by its PSUN ticker name, one recommended the stock as a strong buy. Three other analysts recommended buying shares, and eight suggested holding the stock.


While the surf-and-skatewear company could use a lift -- its stock is off about 80% from its 52-week high -- this looks like little more than a publicity stunt or a bid to boost Adrenalina's own stock price. That's because its chairman and CEO is Ilia Lekach, who has a rich history of playing such games.


Back when he was running Parlux Fragrances (NASDAQ:PARL), perhaps best known for its Paris Hilton and Guess! (NYSE:GES) scents, he engaged in several similar dubious attempts to artificially boost the stock's price, all of which ended in failure.


Two years later, Lekach announced he was seeking "strategic alternatives" for Parlux -- typically code for selling a company that often sends a stock's price higher on expectations of a premium being achieved. No buyer ever came forward.


Parlux played the role of drama queen so often under Lekach that it could have been considered a diva. In fact, two years in a row, former MarketWatch columnist Herb Greenberg bestowed the title of worst CEO of the year on Lekach, who beat out Patrick Byrne of Overstock.com (NASDAQ:OSTK).


As a shareholder I'm enjoying the boost the offer has given PacSun's stock today. However, increasing shareholder value has a far better chance of succeeding under Kasaks' turnaround plan, now under way, rather than in the sandbox in which Lekach is playing.

We still like the company, but want the money useg ---2.75 --- 5.24 -A Bakken play as a jv with bexp + other interesting holdings. The problem is that they completed a secondary and diluted shareholders down by some some 20%. The year- end numbers were a horror story and on top of that management declare a huge bonus to themselves. We admit that the Bakken jv with bexp was brillant, but the in many cases the past indicates the future and Wall doesn't like it!!!! Usually when USEG announced well results the stock surged!. The recent well announcement after earnings were released the stock has dropped over .75!!!! Management are you watching? We do not anticipate much appreciation until first Q numbers are released. This company has the potential for huge rev and earnings growth. It is up to management of USEG to curb the G & A, bonus giving and other spending if you want investors to play ! We still rate USEG with a Buy rating, but we believe that the stock still trends lower because of seasonal tendency, flat oil, the passing of Obamacare and year- end horror story numbers!
